Today it is two kinds of decision: boundaries the system will not cross, and signals it is allowed to expand beyond. This article explains how that model works, when to constrain an audience and when to let Advantage+ search more widely, and when segmentation starts to do harm.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">An audience is no longer a list you tick: how the model works today<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Only a few years ago a Facebook ads audience was straightforward: you chose an age range, a gender and some interests, and only those people saw the ad. Today Advantage+ audience is switched on by default at ad set level in Ads Manager, and the settings split into two groups with entirely different meanings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first group is Controls, the boundaries. The interface puts it plainly: people beyond these settings will not be reached, even with Advantage+ on. The controls are location, minimum age, languages and the exclusion of custom audiences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second group is Suggest an audience, the signals. The interface is just as plain here: the system will also reach people beyond any custom audience, age, gender and detailed targeting settings you apply, when that is likely to improve performance. If something has to be strict, it has to sit in Controls. If you place something in Suggestions and expect only those people to see the ad, your expectation does not match how the system works.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One further change worth knowing: excluding interests or behaviours is no longer possible. You can exclude only custom audiences, meaning your own data, not platform categories.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why the system recommends a broad audience, and on what conditions to trust it<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Meta says it directly in its official description: the broader the audience, the more potential customers the system can find. The logic is that the system picks people on behavioural signals and conversion data, and manually ticking interests is often a worse filter than those signals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That logic has three conditions, and without them a broad audience is not freedom but money without direction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First, the campaign needs a conversion objective. The system can only learn from the events it optimises for; if the objective is clicks, it will find clickers, not buyers. If the enquiry or purchase event is not being recorded in the account, the system has nothing to learn from and a broad audience stays merely broad. The system has a learning phase, and a small budget with rare events does not get through it. How budget, cost per result and time determine data sufficiency is worked through in our <a href=\"https:\/\/accessio.agency\/en\/facebook-ads-cost\/\">article on Facebook ads cost and budget<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For a sense of scale: in September 2026, Ads Manager showed roughly 1.1 to 1.2 million people for Latvia with no restriction other than age 18 and above. The figure moves, and the interface itself warns that users in the European region can limit ad personalisation, so treat it as a scale rather than a precise number. But it shows why segmentation quickly becomes a problem in a market the size of Latvia: the total pool is not large.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Three audience sources and what each one gives you<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Detailed targeting:<\/strong> interests, demographics, behaviours. These are platform categories you pick from a list. Today they are a signal, not a boundary: the system starts with them and expands. In practice that makes interests useful as a starting hint for a new account with no data of its own, not as a tool for cutting everyone else out.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Custom audiences:<\/strong> your own data. The sources are your website visitors (with a time window, for example the last 30 or 180 days), your customer list, app activity, offline activity and your catalogue, plus signals from Meta&#8217;s side: video viewers, Instagram profile and Facebook Page engagement, lead forms, events. Custom audiences are the only thing you can both include as a signal and exclude as a boundary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Lookalike audiences:<\/strong> similar people. The system takes your source audience and finds people with similar characteristics. The quality of a lookalike depends directly on the quality of the source. In ACCESSIO&#8217;s practice the most valuable lookalike source is a list of several hundred real buyers together with the value of their purchases: the system then learns not from people who looked at something, but from people who paid, and from how much. A lookalike built from website visitors is a weaker source, because a visit proves nothing yet about intent to buy. Meta sets a minimum source size for building a lookalike; the creation dialogue shows the current requirement, and if the source is borderline it is better to let it grow than to build a lookalike from a few dozen people.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">When to constrain: four situations<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Broad is the default, but there are situations in which deliberate constraint is the right decision. What matters is knowing which group the constraint belongs in.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Existing buyers or people who have already engaged should be excluded.<\/strong> If you are acquiring new customers, there is no point paying to show ads to people who have already bought or were recently on your website, Facebook Page or Instagram account. Exclusion is a Control, so it works even with Advantage+ on: the system will not reach those people. It is one of the simplest and most often forgotten settings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>You have a large list of existing buyers.<\/strong> Then it is the most valuable thing you own: include it as a signal and build a lookalike from it. With a source like that the system has something to learn from, and a broad audience without that signal would be weaker than one with it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The offer is nuanced and aimed at several distinct groups.<\/strong> If one group needs one message and another group needs a different one, they have to be split, but by message, not by fine-grained interests. Two ad sets with two clearly different creatives for each group is a justified split; ten ad sets with the same ad for different interests is not.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>There are legal or business boundaries.<\/strong> The region you deliver to, the age from which the product is permitted, the language you operate in. These are Controls, and they are the only boundaries the system respects without exception.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And one further situation that needs a different tool: if you want the ad to be seen only by a specific audience, for example only people who have been on your website, including them under Suggestions will not achieve that, because the system will expand. For that, the ad set has a &#8220;Further limit your audience&#8221; button, which switches to a setup with stricter boundaries. When such pure retargeting is justified and when it is not is the subject of a separate article.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When pure retargeting is justified and when it is redundant, with a checklist before building it, is in our <a href=\"https:\/\/accessio.agency\/en\/facebook-retargeting\/\">article on Facebook retargeting<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">When segmentation does harm<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">There are two situations ACCESSIO&#8217;s practice sees most often, and in both of them segmentation damages results rather than improving them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>First:<\/strong> the budget is split across so many ad sets that none of them gets enough events to leave the learning phase. Each ad set learns separately, and five ad sets with a small budget each are five unfinished learning processes, not one finished one. The sign: ad sets show a learning status for a long time, and results swing without a trend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Second:<\/strong> audiences are sliced so finely that none of them contains enough people who would be the ideal buyers for this particular offer. At the scale of Latvia, with roughly a million people in the total pool, that happens quickly: two or three interests in combination, and the segment is down to a few thousand people, of whom the buyers are a few dozen. The sign: high Frequency against a small number of people reached, and the cost per result rising rather than falling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The remedy for both is the same: consolidate. Fewer ad sets with a larger budget in each, a split only where the message differs, and interests as a signal, not a sieve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you are unsure whether a split is justified, ask one question: will I show these two groups different ads? The system picks people on signals, and most of what used to be done with interest combinations now happens automatically. Which means searching for &#8220;the perfect audience&#8221; is about as productive as searching for &#8220;the perfect interest&#8221;.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The levers that remain in your hands are different: the offer, the creative and the quality of your data. If there are no results, changing the audience is only one of the elements to check, and often not the first. Only a comparison with your own sales data does that.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">In summary<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A Facebook ads audience today is two decisions: boundaries the system does not cross, and signals it expands beyond. The default is a broad audience with three conditions: a conversion objective, working tracking and enough data. Constraining is worth it in four situations, and always in the right group.
